FTA and QCC Partner to Support Manufacturers with Data-Driven Excise Relief
The Federal Tax Authority (FTA), in collaboration with the Abu Dhabi Quality and Conformity Council (QCC), has unveiled a groundbreaking service that allows manufacturers in the UAE to scientifically measure natural losses in excise goods—a major step forward for tax transparency and industrial compliance.
The newly launched “Actual Natural Loss Measurement Service” enables producers to verify how much of their excise goods are naturally lost during production, storage, or transport due to factors such as evaporation, spoilage, or deterioration. These verified losses can then be used to claim excise tax exemptions for goods that are no longer fit for consumption.
This initiative is a key implementation of FTA Decision No. 6 of 2025, which establishes clear procedures for managing natural loss within designated excise zones. The QCC’s Central Testing Laboratory has become the first accredited and independent entity authorized to conduct such assessments in the UAE.
Data-Driven Testing for Greater Tax Accuracy
Through a combination of laboratory analysis, environmental assessments, and sample testing, the service provides accurate, data-backed reports to the FTA. These reports help businesses validate their claims for excise relief, ensuring fair taxation and preventing overpayment on goods affected by natural loss.
Manufacturers and warehouse keepers registered with the FTA can find full details and submit applications for the service directly through the FTA’s official website.
Enhancing Quality, Compliance, and Transparency
According to Khalid Al Bustani, the initiative reinforces transparency in the UAE’s tax system, encouraging voluntary compliance and efficient governance across the excise sector.
Meanwhile, Eng. Fahad Al Shamsi emphasized that the partnership boosts trust between manufacturers and consumers while promoting higher quality standards for UAE-made products—helping them stay competitive in both local and international markets.
